Anda beli tanah kavling ukuran 10&#215;15 meter. Giliran mau dibangun pondasi, ternyata tetangga sebelah sudah bangun tembok yang &#8220;makan&#8221; tanah Anda selebar 20 cm sepanjang 15 meter.<\/p>\n<p data-path-to-node=\"14\">Kelihatannya sepele, cuma 20 cm. Tapi kalau dikalikan panjang ke belakang, itu lumayan lho (3 meter persegi!). Di Jakarta atau Tangsel, 3 meter itu harganya bisa Rp 30-50 juta.<\/p>\n<p data-path-to-node=\"15\">Biasanya, kalau ditegur baik-baik, tetangga bakal ngeyel: <i data-path-to-node=\"15\" data-index-in-node=\"58\">&#8220;Lho, patoknya dari dulu di sini kok!&#8221;<\/i> Di titik inilah perang dingin dimulai. Saran saya sebagai konsultan properti: <b data-path-to-node=\"15\" data-index-in-node=\"175\">Jangan pakai otot, pakai data.<\/b> BPN punya layanan khusus untuk menyelesaikan masalah ini namanya <b data-path-to-node=\"15\" data-index-in-node=\"271\">Pengembalian Batas<\/b>.<\/p>\n<h2 data-path-to-node=\"17\"><b data-path-to-node=\"17\" data-index-in-node=\"0\">Apa Itu &#8220;Pengembalian Batas&#8221;?<\/b><\/h2>\n<p data-path-to-node=\"18\">Banyak orang salah kaprah minta &#8220;ukur ulang&#8221;. Padahal istilah teknisnya di BPN adalah <b data-path-to-node=\"18\" data-index-in-node=\"86\">Pengembalian Batas<\/b>. Tujuannya bukan membuat ukuran baru, tapi <b data-path-to-node=\"18\" data-index-in-node=\"148\">merekonstruksi<\/b> data yang ada di sertifikat (Warkah) ke kondisi riil di lapangan.<\/p>\n<p data-path-to-node=\"19\">Petugas ukur BPN akan datang membawa alat (Theodolite\/GPS Geodetik) untuk mencari titik koordinat asli sesuai peta pendaftaran tanah. Hasilnya <b data-path-to-node=\"19\" data-index-in-node=\"143\">mutlak dan mengikat secara hukum<\/b>. Beda dengan tukang ukur swasta yang hasilnya bisa didebat tetangga.<\/p>\n<h2 data-path-to-node=\"21\"><b data-path-to-node=\"21\" data-index-in-node=\"0\">Syarat &amp; Prosedur Pengajuan (Update 2026)<\/b><\/h2>\n<p data-path-to-node=\"22\">Jangan suruh calo, urus sendiri gampang kok. Datang ke Kantor Pertanahan (Kantah) BPN setempat, bawa:<\/p>\n<ol start=\"1\" data-path-to-node=\"23\">\n<li>\n<p data-path-to-node=\"23,0,0\"><b data-path-to-node=\"23,0,0\" data-index-in-node=\"0\">Formulir Permohonan:<\/b> (Ambil di loket, isi minta &#8220;Pengembalian Batas&#8221;).<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"23,1,0\"><b data-path-to-node=\"23,1,0\" data-index-in-node=\"0\">Sertifikat Asli:<\/b> (Wajib, untuk dicocokkan dengan Buku Tanah).<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"23,2,0\"><b data-path-to-node=\"23,2,0\" data-index-in-node=\"0\">Fotokopi KTP &amp; KK Pemohon.<\/b><\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"23,3,0\"><b data-path-to-node=\"23,3,0\" data-index-in-node=\"0\">Surat Kuasa:<\/b> (Jika dikuasakan).<\/p>\n<\/li>\n<\/ol>\n<p data-path-to-node=\"24\"><b data-path-to-node=\"24\" data-index-in-node=\"0\">Alur Prosesnya:<\/b><\/p>\n<ol start=\"1\" data-path-to-node=\"25\">\n<li>\n<p data-path-to-node=\"25,0,0\"><b data-path-to-node=\"25,0,0\" data-index-in-node=\"0\">Loket Pelayanan:<\/b> Serahkan berkas, petugas akan memeriksa.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"25,1,0\"><b data-path-to-node=\"25,1,0\" data-index-in-node=\"0\">Bayar SPS (Surat Perintah Setor):<\/b> Bayar biaya PNBP (Penerimaan Negara Bukan Pajak) resmi di bank\/kantor pos. Jangan bayar ke petugas lapangan!<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"25,2,0\"><b data-path-to-node=\"25,2,0\" data-index-in-node=\"0\">Jadwal Ukur:<\/b> BPN akan menetapkan tanggal pengukuran.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"25,3,0\"><b data-path-to-node=\"25,3,0\" data-index-in-node=\"0\">Hari H (PENTING!):<\/b> Anda <b data-path-to-node=\"25,3,0\" data-index-in-node=\"24\">WAJIB<\/b> mengundang tetangga yang berbatasan (Saksi Batas) untuk menyaksikan pengukuran.<\/p>\n<\/li>\n<\/ol>\n<h2 data-path-to-node=\"27\"><b data-path-to-node=\"27\" data-index-in-node=\"0\">Berapa Biayanya?<\/b><\/h2>\n<p data-path-to-node=\"28\">Biayanya resmi dan ada rumusnya sesuai PP No. 128 Tahun 2015. Rumus kasarnya untuk tanah perumahan: <code data-path-to-node=\"28\" data-index-in-node=\"100\">Biaya = (Luas Tanah \/ 500 x Rp 80.000) + Rp 100.000<\/code><\/p>\n<ul data-path-to-node=\"29\">\n<li>\n<p data-path-to-node=\"29,0,0\"><i data-path-to-node=\"29,0,0\" data-index-in-node=\"0\">Contoh:<\/i> Tanah 200 m2. <code data-path-to-node=\"29,0,0\" data-index-in-node=\"22\">(200\/500 x 80.000) + 100.000<\/code> = Sekitar <b data-path-to-node=\"29,0,0\" data-index-in-node=\"61\">Rp 132.000<\/b> (Belum termasuk biaya transport petugas &amp; akomodasi lokal). Murah banget kan? Jauh lebih murah daripada sewa pengacara atau biaya rumah sakit karena berantem fisik.<\/p>\n<\/li>\n<\/ul>\n<h2 data-path-to-node=\"31\"><b data-path-to-node=\"31\" data-index-in-node=\"0\">Output: Berita Acara Tata Batas<\/b><\/h2>\n<p data-path-to-node=\"32\">Setelah diukur, BPN akan mengeluarkan <b data-path-to-node=\"32\" data-index-in-node=\"38\">Berita Acara Pengembalian Batas<\/b>. Dokumen ini sakti.<\/p>\n<ul data-path-to-node=\"33\">\n<li>\n<p data-path-to-node=\"33,0,0\">Jika terbukti pagar tetangga masuk ke tanah Anda, dokumen ini adalah dasar hukum kuat untuk meminta dia membongkar pagarnya.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"33,1,0\">Jika dia menolak bongkar? Anda bisa lapor polisi dengan pasal <b data-path-to-node=\"33,1,0\" data-index-in-node=\"62\">Penyerobotan Tanah (Pasal 385 KUHP)<\/b> dengan bukti Berita Acara BPN tadi. Polisi pasti proses karena buktinya valid dari negara.<\/p>\n<\/li>\n<\/ul>\n<hr data-path-to-node=\"30\" \/>\n<p data-path-to-node=\"34\">Bertetangga itu harus rukun, tapi soal hak tanah harus tegas. Jangan biarkan &#8220;budaya ewuh pakewuh&#8221; (sungkan) membuat aset Anda hilang digerogoti sedikit demi sedikit.
